I want to bump the data in a cell down 2 rows

Is there a way when I insert a new cell that it will bump the data in the cell at the end of a row down 2 rows and to the beginning of that row? Example: If I have data in A5, B5, C5, D5 and E5. If I insert a new cell between B5 and C5 can I get the value in E5 to bump down to A7?
