Any help with rats in the coop?

I've been trapping and sniping with a pellet gun, I can't make a dent in the population. I live in the city, they are coming from the neighbors house. I've flooded tunnels, filled some with cement, used almost all trap types. Any help or suggestions would be greatly appreciated!
