seeking skincare advice!!

i figured i should be okay to ask on here, but i was wondering if anyone could help me/give me advice? i have dry, sensitive acne prone skin that gets either super oily or dry and flaky when it's not hydrated enough, depends on the day, but i feel like i'm at a dead end. i've been on accutane and that cleared me up significantly, but i still have breakouts from time to time, and have recently had a major cystic breakout after trying rhode's skincare. nothing the dermatologist suggests seems to work, or they suggest just stripping back to only water and moisturiser, which i did, but that's still not doing much in terms of hydration.

i'm looking for more hydration products basically that won't break me out or irritate my rosacea, i've tried looking myself but everything has mixed reviews or it's given me a rash/broken me out, obviously i know everyone's skin is different but i feel like nothing seems to be working for me! i love the tower 28 moisturiser, but it's just not enough to fully hydrate my skin. if anyone knows of any serums or hydrating toners, milky or not milky, that worked for them or sound like they could work for me, suggestions would be much appreciated. thank you 🩷

for extra context, i've tried the tirtir milky toner, rhode glazing milk, rhode barrier butter, bio oil, laneige water cream, every cerave product and all of them have broken me out severely.

i've also used cetaphil green moisturiser (this one was nice but didn't hydrate my skin enough) and tower 28 moisturiser, and they are nice on my skin and don't break me out, but they just don't provide enough hydration.
